Accession of the COM of Saint-Martin to the ACS
Saint-Martin, the 18 January 2016:Represented by the territorial adviser Louis Fleming, in charge of cooperation, our overseas collectivity participated in the 21th regular meeting of the Council of Ministers of the Association of Caribbean States (ACS), the 18 and 19 January 2016, in Petion-Ville in Haiti. As part of a process of cooperation and integration within the Caribbean organizations, the community of Saint-Martin has applied to join the ACS.

The opening ceremony of the meeting took place in Pétion-Ville in the presence of the President of the Republic of Haiti, Michel Martelly. In his opening speech, Alfonso Munera, Secretary General of the ACS, stressed that the secretariat had fulfilled more than 80% of the mandates set out in its action plan. Among the 2016 projects, the French delegation proposed a program to treat sargassa algae in the Caribbean Sea, which is an overwhelming threat to tourist islands.

Created in 1994, the ACS has assumed the role of strengthening and developing regional processes of cooperation and integration, with the aim of creating an economic, cultural, social, but also scientific and ecological space, extended to all The Caribbean basin. Its missions include the preservation of the Caribbean Sea, the promotion and sustainable development of the Greater Caribbean.

It is precisely these prerogatives that have interested President Aline Hanson and her executive, so that our territory can fully play its advisory role within the ACS, alongside the 25 member states, including Mexico, Cuba, Haiti and Dominican Republic and associate members such as Curaçao, Aruba, Sint Maarten, and France which currently represents the islands of the West Indies. It was at the 20 Ordinary Meeting of the Ministerial Council of the ACS, which took place on 10 March 2015 in Guatemala, that the application for membership in the name of the Community of Saint Martin was formalized, receiving Then the unanimous support of the member states.

At present, the candidature of Saint-Martin (as an associate member) is in the hands of the lawyers of the Ministry of Foreign Affairs and International Development, as well as the Ministry of Overseas France, which has already given its approval in principle. Once the membership procedure has been finalized, Saint-Martin naturally finds its place within the organization. A visit to Saint Martin was also proposed by the Secretary General, in March 2016 to meet with political decision-makers. Note that the island of Cuba will host the 7 Summit of Heads of State of the ACS, in June 2016.

As Louis Fleming pointed out at the end of his trip to Haiti, "the Saint Martin Community has firmly embraced regional integration at the heart of its development strategy and now wishes to contribute to the construction of The Greater Caribbean, with all the member states of the ACS ".
