An information meeting on the outsourcing process is organized on Friday 21 June 2019 at 14 hours, in the room of the Territorial Council of the Community Hotel in Marigot.

The permanence will be open this friday 14 june 2019, from 9h30 to 12h30, in the premises of the new administrative city of the community - Department of Land Planning and Urban Planning, rue Fayel in Concordia.

Sandy Ground Bridge closed for work, until 18 June 2019

The Saint-Martin Community informs users of the Sandy Ground Bridge that, due to a mechanical failure on the structure, the bridge is currently out of service. The repair work will start on Tuesday 11 June 2019 and end on Monday 17 June 2019. Except weather, the bridge will be operational again on Tuesday 18 June 2019, at usual opening hours.

Given the dangerous nature of the work, shipping traffic in the channel will be strictly prohibited during the work of 8h00 to 12h00 and 12h30 to 15h30. This prohibition is regulated by a territorial decree.

However, the slots of the works will make the circulation of the boats possible before 8h00 of the morning, between 12h00 and 12h30 and after 15h30. Signage will be put in place on the structure to alert users.

Stopped PDD 081-2019: Any nautical activity is prohibited under the Sandy Ground Bridge and in a band of 10 meters on either side of the same bridge from Tuesday 11 June to Monday 17 June 2019 (except Sunday), from 8h00 to 12h00 and 12H30 to 15h30.

The prohibitions and restrictions imposed do not apply, in operational situation, to the ships and the motor boats in charge of the surveillance and the rescue as well as to those in charge of the police missions.

The infringements of the present decree expose their authors to the pursuits and the punishments envisaged by the articles 131-13 and R. 610-5 of the penal code, by the article L. 5242-2 of the code of the transports, as well as by articles 6 and 7 of 2007-1167 Decree No. 2 August 2007 referred to above.

The services of the Territorial Police, the National Gendarmerie and the Port Authority of Saint-Martin are responsible for ensuring the execution of this order.

EEASM: Decrypting your water bill

The invoices issued by SAUR are currently arriving in subscribers' mailboxes.

These invoices carry modifications that deserve to be explained.

1. Change of the system called "slices"

Drinking water was before the change of public service delegation billed according to the volume of consumption per quarter according to 3 tranches: from 0 to 30 m3, from 30 to 67 m3 and beyond 67 m3 with a price of 5,36 respectively € / m3, 10,78 € / m3 and 14,97 € / m3.

The tranches have been reduced to two, from 0 to 30 m3 and beyond 30 m3, and the respective tariffs of 4,70 € / m3 and 9,40 € / m3 represent a significant drop in the price of water at Saint-Jean. Martin.

2. The sanitation levy

For several years, the EEASM has been part of a vast and costly plan for sanitation remediation, an important part of the public service mission perfectly governed by the Law. The approach undertaken by the establishment is consistent with that of the DOM Water Plan which will be realized by the end of the year by signing a progress contract. It is also a necessary consideration of the environment in Saint-Martin. Global reports, European and national obligations, as well as the increase in land pressure in recent decades, mean that the effort in terms of sanitation continues and intensifies.

Benchmark: in Saint-Martin, for 69 liters of water consumed on average, 150 liters of water are discharged at the level of the collective sewerage network. This difference can be explained mainly by the domestic use of tank water but also by a significant water theft, a phenomenon with respect to which the Saur develops a control program.

This fee, called "EEASM Share", appears on your bill and will allow the EEASM to continue its action in the area of ​​sanitation for the benefit of the environment. It is composed of a quarterly fixed share of 5,00 € and a variable part indexed on the volume of water consumed (0,15 € / m3).

Benchmark: On your bill, the financial contribution to the EEASM is approximately 25%. The Court of Auditors notes in a report that at the national level, the share intended for municipalities is of the order of 25 40%.



Note that the important diagnostic work already initiated with users will enable the Delegate, Saur, to effectively invoice the sanitation-related tax only to consumers actually connected to the collective sewerage network (or who would have the possibility of 'be).

If this evolution of the fee, even for sanitation and the environment, may not be welcomed, the EEASM would like to point out that at equal consumption, the price of water including royalties remains below what it would have been without change of Delegate.

In case of dispute regarding your bill and since the change of delegate can not be done without a small part of errors, Saur has set up a dedicated service that is available at 5 Leopold Mingau Street in Concordia.

2018 Returns Filed on 30 June

2018 Revenue Reporting Deadline Reported to 30 June by Saint Martin Executive Council

The executive council voted, Monday 27 May 2019, the postponement of the date of declaration of income tax of the year 2018.

This postponement can not exceed 30 days, in accordance with the provisions of Article 175 of the General Tax Code of the Collectivité de Saint-Martin, the Executive Council decided to postpone the deadline for the declaration of 31 May (initial date) to 30 June 2019.

Taxpayers will have until 30 next June to send their 2018 income tax return to the Saint-Martin Public Finance Center. An increase of 10% will be applied by the services of the State in the case of filing tariffs after the 30 June 2019.

A request had been made to this effect by the Council of the Association of Chartered Accountants who wanted to have additional time to be able to carry out the declarative obligations of their clients.

The Executive Council has therefore decided to exercise its discretion and offer Saint-Martin taxpayers an additional month to fulfill their reporting obligations.
