Sargasso situation update at 1er July 2019

The community of Saint-Martin informs the residents of Cul de Sac, Mont Vernon and Luca Bay that a public market was held three months ago for the collection of algae on the three beaches most affected by strandings. The legal and mandatory deadlines with regard to public procurement procedures have been respected. The award committee has ruled and the choice of companies will be validated by the next executive board for immediate implementation of the contract.

Without waiting and to respond to the emergency, the community has financed from the first massive strandings, the intervention of a company to start the collection on estimate. Given the high daily cost of this service, the amounts outside the public market were quickly reached (25 000 €) and it is no longer possible today to use this lever. The Community must now wait for the implementation of the public market next week.

The Community of Saint-Martin, like all Caribbean islands, is aware of the impact of Sargassum algae on the population for health, biodiversity and economic development.

This is why the President of the Community, Mr. Daniel GIBBS mandated Mrs. Pascale Alix-Laborde, territorial adviser in charge of the Environment, to engage our institution in the next international conference against Sargassum, initiated by the Guadeloupe Region and the Minister of Overseas Annick GIRARDIN, to be held next October.

Mrs ALIX LABORDE went to the 3e Sargassum Steering Committee, in the presence of the other communities affected by this scourge and involved in this process. Communities have alerted the state on their difficulties to manage alone these massive arrivals of algae. The goal of this International Conference is to bring together the largest number of Caribbean islands around an INTERREG European Territorial Cooperation Program. In this sense, the EEASM recommends that the population continue to follow the precautionary measures recommended by the LRA, namely:

Prohibition of drinking, for cooking or brushing teeth.

The water can be used for the following purposes: WC, cleaning surfaces, washing clothes and dishes, showers while being careful not to swallow it. There is no risk of dermal absorption.

The LRA will not fail to communicate on its own controls and the public authorities will adapt their arrangements in a concerted manner.

EEASM: Decrypting your water bill

The invoices issued by SAUR are currently arriving in subscribers' mailboxes.

These invoices carry modifications that deserve to be explained.

1. Change of the system called "slices"

Drinking water was before the change of public service delegation billed according to the volume of consumption per quarter according to 3 tranches: from 0 to 30 m3, from 30 to 67 m3 and beyond 67 m3 with a price of 5,36 respectively € / m3, 10,78 € / m3 and 14,97 € / m3.

The tranches have been reduced to two, from 0 to 30 m3 and beyond 30 m3, and the respective tariffs of 4,70 € / m3 and 9,40 € / m3 represent a significant drop in the price of water at Saint-Jean. Martin.

2. The sanitation levy

For several years, the EEASM has been part of a vast and costly plan for sanitation remediation, an important part of the public service mission perfectly governed by the Law. The approach undertaken by the establishment is consistent with that of the DOM Water Plan which will be realized by the end of the year by signing a progress contract. It is also a necessary consideration of the environment in Saint-Martin. Global reports, European and national obligations, as well as the increase in land pressure in recent decades, mean that the effort in terms of sanitation continues and intensifies.

Benchmark: in Saint-Martin, for 69 liters of water consumed on average, 150 liters of water are discharged at the level of the collective sewerage network. This difference can be explained mainly by the domestic use of tank water but also by a significant water theft, a phenomenon with respect to which the Saur develops a control program.

This fee, called "EEASM Share", appears on your bill and will allow the EEASM to continue its action in the area of ​​sanitation for the benefit of the environment. It is composed of a quarterly fixed share of 5,00 € and a variable part indexed on the volume of water consumed (0,15 € / m3).

Benchmark: On your bill, the financial contribution to the EEASM is approximately 25%. The Court of Auditors notes in a report that at the national level, the share intended for municipalities is of the order of 25 40%.

Note that the important diagnostic work already initiated with users will enable the Delegate, Saur, to effectively invoice the sanitation-related tax only to consumers actually connected to the collective sewerage network (or who would have the possibility of 'be).

If this evolution of the fee, even for sanitation and the environment, may not be welcomed, the EEASM would like to point out that at equal consumption, the price of water including royalties remains below what it would have been without change of Delegate.

President Daniel GIBBS brought together the Tourism Council, Tuesday 14 May 2019, at the Hotel de la Collectivité. This political body created after the hurricane Irma makes it possible to exchange on the tourist development of the territory and on the strategies implemented for the promotion of the destination.

The ambition of this 3ème Conseil was to reflect collegially on the creation of the Saint-Martin territory brand with the technical support of Atout France, France's tourism development agency.

The creation of a territorial mark, provided for by the territorial plan of development and tourist development of 2017-2027 reconstruction, has for first objective to make it possible to distinguish us from the competition by relying on the heritage assets of the territory and our values.
