Social work is an actor of public policies for the treatment of the social question

The 6 December 2016, the State, the Departmental Council and the Regional Council of Guadeloupe organize the 3th Assises Territoriales of the Social Work of Guadeloupe, Saint-Barthélemy and Saint-Martin

The Prefect of the Guadeloupe region, representing the State in the Overseas Communities (COM) of Saint-Barthélemy and Saint-Martin, organizes with the President of the Departmental Council of Guadeloupe the President of the Regional Council of Guadeloupe , The 3ème and last territorial foundations of the social work of the Region Guadeloupe, Saint-Barthélemy and Saint-Martin.
This meeting will be held on Tuesday 6 December 2016, from 8h30 to 13h at the Memorial ACTe on the site of DARBOUSSIER, High place of memory.


This third meeting completes the process initiated during the first and second meetings of 2014 and 2015, which brought together a thousand participants (public and private actors, local elected representatives, students, field professionals and social service users). All these actors crossed their gaze and shared their experiences during working meetings to come up with recommendations that took into account the sociology of the environment and the anthropology of Guadeloupe's society in all its components, including those of the COMs. Saint-Barthélémy and Saint-Martin.

For the record, in 2009 during the social crisis, a wide consultation of the population of Guadeloupe and the professionals in charge of the implementation of public policies on the territory was organized in order to bring tangible solutions to the problems existing in Guadeloupe.

The debates enabled us to tackle many themes: economic issues as well as social policies such as family, childhood, the integration of young people, unemployment, the fight against exclusion, Situations of social maladjustment and disability, aging, psychological suffering and other social difficulties.

It is therefore together that the State, the Department and the Region wish to provide answers to the problems that are identified by the social actors. This program took the form at national level, of General States of Social Work set up by the President of the Republic in 2014. In the Guadeloupe region and in the overseas collectivities of Saint Barthelemy and Saint Martin, this reflection was carried out within the framework of Territorial Assises of Social Work.

The methodology that has been applied has been that of interinstitutional and interactive work with a view to arriving at a shared territorial diagnosis on the social policies' application of social policies. After conducting conferences of territories that allowed more than 400 participants to participate in the debate, proposals came into being. The main lines of these recommendations have been presented for validation to the 2èmes seated in 2015 and they will be presented definitively 6 December 2016 to professionals in the social and medico-social sector, namely:

The definition of social work:
The creation of a directory of all social workers working in Guadeloupe and the northern islands in the private and public sectors;
Implementation of the Koézion Glob web site for social workers;
Presentation of job mapping, staffing and social work skills in order to organize the evolution of the trade and to plan the departures / replacements.

The culmination of the 6 demonstration next December will be the signing of the protocol between the State, the Regional Council and the Departmental Council on the evolution and adaptation of social work in Guadeloupe. This protocol is a first in France for the unification of the professional and ethical relations of social workers in the archipelago and the northern islands.

This will be done in the presence of all the participants, but also with the support of the National Center for the Territorial Public Service and the approved joint collector organizations, UNIFAF for the health and social sector, UNIFORMATION for the home help sector .

On Tuesday 6 December 2016 is a historic day, as the State, the regional council and the county council are committed to sign a founding document aiming to maintain social work in a national frame of reference while definitely inscribing it In practice in its Guadeloupean and Caribbean social environment.

There can be no disconnected care of the societal environment, it is at this price that our public social policies can make sense.

Conference: Know your history, know your country!

The third conference devoted to the discovery of the history of Saint-Martin, within the framework of the cycle Know your history, know your country, will take place on Wednesday 7 December 2016 to 18h, precise (working room, 1er floor of the Media library , Concordia).

On the initiative of the Neighborhood Council n ° 3 and the association Hot'n Spicy, with the support of the Territorial Archives, this cycle of conferences, begun on 23 last March, proposes to make discover the history of Saint Martin , Chronologically and thematically, through the analysis of archives and works. The aim of this initiative is to stimulate historical research, especially for young people, and to encourage exchanges on the history of the French side and the Dutch side.

The association Morphée Caraïbes focuses its action on the promotion of global health and prevention. During this conference-debate, she proposes to exchange on the theme: The place of the book in the psychological development of young children and adolescents or the fundamental virtues and benefits of reading on our health.
Among the speakers, Dr. Jean-Yves LEBORGNE will talk about the place of the book in personal development and the possible improvement of the state of health by "bibliotherapy".

Marigot: work ends and street reopens, the 03 December 2016

The Saint-Martin Water and Sanitation Establishment (EEASM) informs the public that, as part of the work on the water network in downtown Marigot, the planing of the old layers of tar The Liberty and Kennedy Street, will begin Thursday 1th December 2016 and finish the next morning.

Partial and temporary closure of the Rue de la République

The Saint-Martin Water and Sanitation Establishment (EEASM) informs the population that Rue de la République will be partially closed to vehicular traffic on Tuesday 22 November 2016, from 22 hours, until Wednesday 23 November, 6 hours of the morning. This partial closure will make it possible to connect the drinking water networks with the Rue de la Liberté with a view to its next reopening.
