The Saint-Martin Community has initiated the restoration and development project for Fort Louis since 2017, the date of the start of the project management studies. After the preliminary studies phase (2016) and the various tenders necessary for the realization of this project (2016-2017), the TERH-Caribbean company started the safeguarding work under the supervision of Pierre Bortolussi, architect chief of historical monuments.
The project, under the direction of the Director of Territorial Archives and Heritage, Stéphanie Dargaud, was divided into several operational phases: this phase of work is therefore the first of a series that will continue until the completion of the Complete restoration of the Fort Louis ruins and a total redevelopment of the site. One of the objectives of the project is to provide the necessary infrastructure for a better reception of the public, thus enhancing a major site for the tourist revival of Saint-Martin. Prerequisite before any restoration, this first stage of work, with a duration of 4 months, is to ensure the safeguarding of built structures in place and to limit or stop their current degradation related to various factors. For example, the revegetation around the ruins has begun to stop the loosening effect of the rocks.
A peculiarity and a choice of the Community
The realization of the works is carried out in open site. The Community wishes to remind everyone that the vigilance of everyone on this natural and steep site is requested. Depending on the progress of the work, some parts may not be accessible: do not cross the yellow lines.
Fort Louis, a heritage, tourism and economic challenge
The Fort Louis is protected as historical monuments: it is one of the 3 monuments, legally registered "historical monument", the French part of Saint-Martin with the old barracks in Marigot, called old prison, and the rock engraved of Moho.
This monument and its natural site, with a breathtaking view, on the bay of Marigot are run by tourists as residents. This heritage area deserves all the attention so that it can be preserved and transmitted to future generations. The ruins must be specially treated to ensure the safety of all. New infrastructures will complete the site to ensure a reception adapted to tourist attendance on a fragile heritage site: security, accessibility and services. Among the services, the quality is sought with a mediation totally revised thanks to the last historical and architectural analyzes, with the help of the recent results of the archaeological diagnosis (September 2016). A real host center will be created to offer several spaces for a shop, a cafeteria, sanitary and management of entrances and flows of visitors. Finally, a space of about 80 places, reserved for the running of shows or other events, is under study on the site.
Several phases will contribute to the completion of the project:
-Emergency backup work (in progress)
- Restoration work
-Works to develop reception and event spaces
-Works of development of the surrounding urban roads
-Works and setting up signage and mediation on the site
These works are carried out and financed by the Collectivité de Saint-Martin with the support of the Prefecture of Saint-Barthélemy and Saint-Martin (Development Contract) and the Directorate of Cultural Affairs of Guadeloupe.
