The Territorial Council voted the original 2016 budget

Meeting in plenary on Thursday 31 March 2016, the territorial council of Saint-Martin voted the original budget of 2016. This budget, amounting to a little more than 200M €, has been called an action budget by President Aline Hanson, who intends to continue the renovations undertaken in 2015 and implement neighborhood projects in the neighborhoods.

Despite a financial crisis, the community has made strong commitments to the people in 2015, stabilizing its tax system and carrying out various priority projects. The original budget of 2016 will also be exercised in a constrained context. The original 2016 budget was adopted by a majority vote (opposition TDG voted against, Councilor Charville abstained) with an investment section of 64801627, 93 € and a working section of 136870433,89 €, for An amount of 201672060 €.

In her introductory remarks, the President said that "for the nineteenth consecutive year, the result of the administrative account of the community is positive, with a clear intention to control operating expenditure". Developed by the community, the program of this 14 edition promises some nice surprises.
The activities dedicated to youth will start at 11 hours, after the ecumenical Mass and the traditional tribute to the fishermen. Fun activities and various activities, on land and at sea (games, fishing, kayaking, paddle, and races on water), the young as well as the big ones will be able to give to heart to joy.
Music fans will not be left out, they will be spoiled for choice with an eclectic music scene hosted by local and international artists that will perform from 16 hours to 22 hours.

Greetings to the population: 2016, a year of concretization!

Among the expected results of these investments:

A reduction of 50% of the population at risk of flooding.

This program should also mobilize the European Development Fund (EDF) for the construction of the cross-border processing plant to be located on the Dutch side of the island.


The European Regional Development Fund (ERDF) aims to strengthen economic and social cohesion in the European Union by reducing imbalances between its regions. Occupation of the public domain - Decisions of the Community

On Wednesday, 29, October 2015, President Aline Hanson received the prefect Anne Laubies in the community in order to work with the services of the prefecture and the services of the community on the respect of the law on the occupation of the land and maritime public domain Of the community of Saint-Martin.

It was thus decided:

Meeting in session on Tuesday 03 November 2015, the Planning and Town Planning Commission decided to prohibit the occupation of the beach of Grand Case by deckchairs and umbrellas. The opinion of the committee will be proposed for validation to the executive board on 17 next November. Restorers of the area will be notified by mail of this decision.

An order prohibiting motorized water sports on the beach was signed by the president. Watersports operators will be notified by mail of the regulations in force. Note that the nautical activity is already prohibited in the air corridor of the airport of Grand case.

Graduate Scholarships

In my capacity as President of the Community of Saint-Martin, I congratulate the students who helped their parents have completed their application for Superior scholarships and handed over the documents to the Colleges' Awards Service on time.

I know that at the beginning of the school year, some of our young people bravely embarked on a training process that will allow them - in the long term - to encourage their integration into the world of work; And I always support and support these decisions.

The Territorial Council has chosen to grant scholarships of varying amounts, depending on the resources of the households and the type of studies initiated; But also to respond to exceptional demands. Co-financed at 85% by the European Social Fund and cumulative with State aid, the award of this grant meets European criteria, including the timely submission of all documents Documentary evidence.

For the 2014-2015 academic year, the balance will be paid to all students who have provided the necessary parts. Nevertheless, 16% of the applicants have not yet completed their file. However, I would like to congratulate the students and the parents who have taken the necessary steps to file their completed files on time.

The latter will receive the balance of the scholarship (40%) which has been granted to them, and I am pleased that this sum can help them in their student journey. How to renew your accreditation?

As part of 2015 National Retirees and Seniors Week, the Saint Martin Community is organizing, in collaboration with EHPAD Bethany Home, Blue Week, from 12 to 18 October 2015. The theme this year is "Health is in the air, Health is in the air".

Like every year, events and leisure activities will be organized to entertain the elderly of the territory. Sunday mass, barbecue on the beach, visit to the market, zumba classes, recreational day and group lunch, several fun activities will be offered throughout the week.

In parallel to these activities, the Solidarity & Families cluster will offer three information nights on the rights of the elderly; The first of these meetings will take place during the blue week, on Wednesday 14 October 2015, in Marigot-St James (council of district n ° 5). The two other information nights will be organized on 28 October and 18 November 2015, in Grand Case and Quartier d'Orléans.

During these public meetings, the services of the Collectivity will communicate on the existing social aids for retired people, but also people with disabilities, and will answer the questions of the citizens. The public is invited to come.

Parking in blue zone: The community launches ground marking work

The technical services of the Community of Saint-Martin will begin on Thursday 24 September 2015, the work of marking on the ground and installation of information panels, aiming to delimit the blue zone of parking, in downtown Marigot. This first step will require a month and a half of work. Commissioning of the blue zone is planned for mid-November, just before the start of the new tourist season.

The creation of a blue parking zone is the first measure initiated by President Hanson and his team in the context of the revitalization of downtown Marigot. It was acted by deliberation of the executive board, the 05 May 2015. This new territorial regulation will come into force in mid-November, and will concern about 450 parking spaces.
The new blue zone will aim to regular parking in downtown Marigot, initiating a continuous rotation of vehicle parking. A measure that aims to boost parking in the heart of Marigot and thus allow tourists to park more easily.
Public parking places for the following lanes will be affected by the blue zone:

- the squares of the Boulevard de France of the 1 number up to the rue des pêcheurs,
- all the squares of the Rue de la République,
- all the squares of the Rue de la Liberté,
- all the squares in the rue du Général de Gaulle,
- all the places on Saint-James Street,
- all the squares of the street of President Kennedy,

In the zones indicated, any driver leaving his vehicle parked shall be required to use a parking time control disc. He must show the time of arrival at the same time as the parking time limit. The disc must be removed as soon as the vehicle is recirculated.
