Graduate Scholarships

In my capacity as President of the Community of Saint-Martin, I congratulate the students who helped their parents have completed their application for Superior scholarships and handed over the documents to the Colleges' Awards Service on time.

I know that at the beginning of the school year, some of our young people bravely embarked on a training process that will allow them - in the long term - to encourage their integration into the world of work; And I always support and support these decisions.

The Territorial Council has chosen to grant scholarships of varying amounts, depending on the resources of the households and the type of studies initiated; But also to respond to exceptional demands. Co-financed at 85% by the European Social Fund and cumulative with State aid, the award of this grant meets European criteria, including the timely submission of all documents Documentary evidence.

For the 2014-2015 academic year, the balance will be paid to all students who have provided the necessary parts. Nevertheless, 16% of the applicants have not yet completed their file. However, I would like to congratulate the students and the parents who have taken the necessary steps to file their completed files on time.

The final installments will be mandated this week to all students whose records are in good standing. The latter will receive the balance of the scholarship (40%) which has been granted to them, and I am pleased that this sum can help them in their student journey. I know that the departments have fallen behind a number of cases and are ordered to settle all the pending files.

For the 2015-2016 academic year, let's remember that the deadline for filing files is the 15 October 2015. It should also be remembered that only 10% of files are complete to date; They will be treated as a matter of priority; The 90% still did not complete their file were relaunched by e-mail. I invite the students to make diligence to complete their file so that a favorable opinion is issued by the executive board, because this file falls under a strict European regulation.

Become a family assistant in Saint Martin

The Community of St. Martin needs family assistants to accommodate young minors in difficulty. In order to obtain the authorization to practice the profession of family assistant, it is necessary to fulfill certain conditions and to send a formal request to the President of the Territorial Council, which issues the accreditation. What are the conditions for applying?
- Introduce the guarantees necessary to accommodate minors under conditions conducive to their physical, intellectual and emotional development.
- Take a medical examination to check that your state of health allows you to accommodate minors.
- Have a dwelling whose condition, dimensions, conditions of access and the environment make it possible to ensure the well-being and safety of minors given the number of young people for which approval is sought.

To constitute the application for approval which must be composed of:
- From the application form,
- An extract from the criminal record no. 3 of each major person living in the candidate's home.
- A medical certificate ensuring that the candidate's state of health allows him to accommodate minors.

To whom should the application be addressed?

Who is processing the application?

The application is processed by the Maternal and Child Protection Service (PMI).
The processing of the application for approval shall include:
- Examination of the application file.

Interviews with the candidate and visits to his / her home are aimed at verifying:
- Availability, ability to organize and adapt.

- his / her knowledge of the role and responsibilities of the family assistant.that accommodation provides the conditions of comfort, hygiene and security to accommodate minors, and guarantee their health, well-being and safety. -

Deadline and response by the administration

The decision to grant an authorization for a family assistant (issued by the President of the Territorial Council after notification by the maternal and child welfare service) shall be notified within 4 months from Receipt of the complete application file.
In the absence of a reply within this period of 4 months, approval shall be deemed to have been acquired; However, this period of 4 months may be extended by 2 months by reasoned decision of the president of the territorial council. In such a case, a decree shall be issued without delay on the application of the candidate by the territorial council. The decision or the decree specifies the number of minors and young adults that the family assistant is authorized to receive simultaneously. This number is limited to 3 (minors and adults under 21 years combined).
A waiver may authorize the reception of more than 3 youth simultaneously, if the hosting conditions permit and to meet specific needs; The approval is granted for a period of 5 years. Reasons shall be given.

Amendment, Suspension or Withdrawal of Approval.

If the conditions for authorization cease to be fulfilled, the Territorial Council may, after obtaining the opinion of a joint consultative committee on territorial affairs, modify the content of the authorization or withdraw it.
In case of emergency, it may suspend approval.
During the suspension period, no young person can be entrusted.
Any decision to withdraw or suspend the authorization or to amend its content shall state the reasons on which it is based and forward it without delay to the person concerned.
To note: When the family assistant changes his residence, his authorization remains valid subject to a prior declaration addressed to the president of the general council of the department of his new residence.

How to renew your accreditation?

In the year preceding the expiry of the accreditation, and no later than 4 months before that date, the President of the Territorial Council shall ask the family assistant whether he or she wishes to renew the accreditation.
If the family assistant wishes to renew his accreditation, he must apply at least 3 months before the expiry date of his current accreditation. The renewal of the approval is subject to the same conditions as the 1ère application.

As part of 2015 National Retirees and Seniors Week, the Saint Martin Community is organizing, in collaboration with EHPAD Bethany Home, Blue Week, from 12 to 18 October 2015. The theme this year is "Health is in the air, Health is in the air".

Like every year, events and leisure activities will be organized to entertain the elderly of the territory. Sunday mass, barbecue on the beach, visit to the market, zumba classes, recreational day and group lunch, several fun activities will be offered throughout the week.

In parallel to these activities, the Solidarity & Families cluster will offer three information nights on the rights of the elderly; The first of these meetings will take place during the blue week, on Wednesday 14 October 2015, in Marigot-St James (council of district n ° 5). The two other information nights will be organized on 28 October and 18 November 2015, in Grand Case and Quartier d'Orléans.

During these public meetings, the services of the Collectivity will communicate on the existing social aids for retired people, but also people with disabilities, and will answer the questions of the citizens. The public is invited to come.

The three information meetings will take place:

Parking in blue zone: The community launches ground marking work

The technical services of the Community of Saint-Martin will begin on Thursday 24 September 2015, the work of marking on the ground and installation of information panels, aiming to delimit the blue zone of parking, in downtown Marigot. This first step will require a month and a half of work. Commissioning of the blue zone is planned for mid-November, just before the start of the new tourist season.

The creation of a blue parking zone is the first measure initiated by President Hanson and his team in the context of the revitalization of downtown Marigot. It was acted by deliberation of the executive board, the 05 May 2015. This new territorial regulation will come into force in mid-November, and will concern about 450 parking spaces.
The new blue zone will aim to regular parking in downtown Marigot, initiating a continuous rotation of vehicle parking. A measure that aims to boost parking in the heart of Marigot and thus allow tourists to park more easily.
Public parking places for the following lanes will be affected by the blue zone:

- the squares of the Boulevard de France of the 1 number up to the rue des pêcheurs,
- all the squares of the Rue de la République,
- all the squares of the Rue de la Liberté,
- all the squares in the rue du Général de Gaulle,
- all the places on Saint-James Street,
- all the squares of the street of President Kennedy,
- all the places of the street Victor Maurasse,
- all the squares of the street of the town hall.


In the zones indicated, any driver leaving his vehicle parked shall be required to use a parking time control disc. This record shall be affixed prominently to the front of the parked vehicle without the personnel assigned to the surveillance of the public road having to engage on the road to read it. He must show the time of arrival at the same time as the parking time limit. The disc must be removed as soon as the vehicle is recirculated. The maximum parking time in the blue zone is set to 1 30 time, from 8h00 to 18h00 every day except Sunday and public holidays.

The means of control "disk" will be made available to the administrators on the basis of one record per household free of charge. Any additional disk will be invoiced 1 € with the services of the Collectivity. The discs were ordered and are expected to arrive in early November.

The blue zone will be indicated by signs at the entrance to the zone and the streets. A shuttle service serving the city center from the Galisbay car parks and the Tourist Office will be set up by the Community, simultaneously with the blue zone being put into operation.

Territorial decree 033-2014

Sports Open House

The Saint Martin Community and its Youth and Sports Department organize two major information days to promote the sport activities proposed on the island.
