Last Thursday, October 9, the President of the Territorial Council, Mr. Louis Mussington, received Mr. Julien Prieur, Doctor of Environmental Law, mandated by the collectivité of Saint-Martin to draw up an inventory of the transfer of environmental responsibility.
This meeting marked the official launch of a major project: the preparation of the transfer of environmental responsibility, currently in the hands of the State, to the Collectivité of Saint-Martin.
A strong desire from President Mussington, who reiterated this need to the Head of State during his last trip to Paris in early October. President Louis Mussington reiterated the importance of this transfer, which represents a real turning point in the statutory evolution of Saint-Martin.
The creation of a Saint-Martin Environmental Code cannot be limited to the strict development of a new text: it must involve an in-depth revision of all the codes in force in the territory of Saint-Martin, the environment being a cross-cutting subject affecting many areas of collective life.
Dr. Julien Prieur was commissioned by the Collectivité de Saint-Martin to conduct a consultation mission with all stakeholders to draw up an initial assessment. The objective is to define what the future Environmental Code of Saint-Martin could or should be in the medium term, in a context of climate change that considerably increases island hazards.
