Press kit: Installation of the 8th Territorial Youth Council of Saint-Martin (CTJsm) - Term 2026-2028

The Collectivité of Saint-Martin is pleased to announce the launch of the 8th term of the Territorial Youth Council (CTJsm) for the period 2026-2028. The official installation of this new assembly will take place on Friday, April 10, 2026 at 2:00 p.m. , in the deliberation room of the Collectivité building in Marigot.

A renewed civic commitment

Created in 2008 as a participatory democracy body, the CTJsm allows young people aged 14 to 25 to actively participate in public life. More than just an advisory body, the CTJsm is a true catalyst for designing and structuring concrete actions that meet the expectations of Saint-Martin's youth.

A new selection method based on merit

This major change in the recruitment method is not an administrative decision, but the result of a vote by the CTJsm members themselves during their plenary session on July 9, 2025, demonstrating their desire to strengthen commitment and representativeness within the body.

For this term, recruitment is now based on a rigorous Integration Program including:

1. Volunteering: Application submission.

2. The Deciphering Session: A mandatory information session to understand the rights, duties and challenges of the elected citizen.

3. The Motivation Interview: Presentation before a jury composed of executives from the Youth Directorate and elected officials, to assess the candidates' involvement.

Missions and Objectives

Action: To design and implement projects of general interest.

Representation: To represent the voice of young people to local elected officials and at official ceremonies.

Civics: Learning how institutions function and collaborative work.

Organization and Headquarters

The body is composed of 30 members in total: 23 full members (with voting rights) and 7 alternates .

Youth Directorate (Headquarters): rue de la Liberté (above the Levi's store), Marigot, 97150 Saint-Martin.

· Supervision: The CTJsm is managed by the Youth Department and coordinated by Jean-Marc GERVAIS .

Distribution of the 23 full seats

In order to ensure balanced representation of the territory and the different profiles of young people, the seats are distributed as follows:

Young Professionals / Students: 4 seats.

· Robert Weinum High School: 4 seats.

· Daniella Jeffry Vocational High School: 4 seats.

· Victor Hugo Private High School: 2 seats.

Mont des Accords College: 3 seats.

Collège Roche Gravée de Moho: 3 seats.

· Soualiga College: 3 seats.

(The 7 alternates form a pool of replacements in case of a vacancy).

2026 Calendar

· February to March 12, 2026: Call for applications and communication in establishments.

· March 2026: Workshop 1 and Selection Juries.

· April 10, 2026: Solemn installation and election of the Presidency.

· April 2026: Integration and team-building weekend.

· April - July 2026: Cycle of 4 thematic workshops (Protocol, Institutions, Methodology, Leadership).

Key events

The CTJsm will continue its flagship actions, such as:

- The “Concordia Treaty Commemoration” which addresses cooperation topics with counterparts in the Sint-Maarten Youth Parliament (Dutch side)

- The “1 Toy 1 Smile” campaign, which involves distributing gifts to hospitalized children at Christmas

- The “Dej’First” program to support students during exam periods with a breakfast kit.
