Presentation of the approach

Any public event (festive, cultural, sporting, charitable, etc.) involving the use of public or private property must be the subject of a preliminary application submitted to the Collectivité's Safety Commission. This application allows for the evaluation of the security measures in place and the issuance of a favorable opinion or requirements to be met before the event.

Who is this approach aimed at?

Any organizing committee (association, company or individual) requesting occupation of the public or private domain for the organization of an event bringing together the public in Saint-Martin, provided that the event falls within the jurisdiction of the Collectivité 's Security Commission (less than 1,200 people).

In what cases and when should you make your request?

Fewer than 1,200 people

Review by the Collectivité Safety Commission. File to be submitted to the Housing, Accommodation and Construction Department.

More than 1,200 people

Instructions will be provided by the Prefecture services. Contact the Safety Commission for guidance.

What is the required timeframe for this process?

The signed application must be submitted at least one month before the event date. Any authorization obtained obligates the holder to pay the fee, even if the event is not used. Four complete copies must be submitted to the single point of contact.

How do I carry out this procedure?

What documents are required for an event with fewer than 1200 people?

  • Letter of request addressed to the President of the Collectivité detailing the event
  • Detailed site layout plan (stage, tents, emergency exits, security personnel, accessible area…)
  • Liability insurance policy covering the event
  • List of names of the management team (contact details of 3 managers)
  • Security measures taken by the organizing committee
  • Event program
  • Security guard contract signed by both parties (detailed duties)
  • Liability insurance policy of the equipment provider (tents, stage, inflatable structures, etc.)
  • Identity of the security officer (single assignment)
  • Arrangements for waste disposal (site cleanup)

Parts depending on the nature of the event:

  • First aid post agreement signed (if public > 300 people or depending on the nature of the event)
  • Generator maintenance contract (if applicable)
  • BNSSA present (if event is on the beach)
  • Temporary liquor license, category 3 (via COM) or category 4 (via Prefecture)

What documents are required for an event with more than 1200 people at the prefecture?

  • Detailed site development plan
  • Security contract signed by both parties
  • Liability insurance policy covering the event
  • List of names of the management team (3 managers)
  • Safety measures and waste disposal
  • Generator maintenance contract (if applicable)
  • Event program
  • Prefectural decree authorizing the security company on public property
  • Equipment supplier's liability insurance policy
  • Identity of the security officer (single assignment)
  • First aid post agreement (if public > 300 people)
  • Category 4 liquor license (via Prefecture)

Penalties for non-compliance

Warning: Organising an event without respecting safety and accessibility standards may lead to the prohibition or cancellation of your event, administrative or financial penalties, as well as legal liability in the event of incidents.

Document tracking and storage

The Safety Commission's opinion must be kept and presented if requested on the day of the event. In the event of an unfavorable opinion, a period is granted for compliance with the requirements, then a follow-up inspection is organized to have the opinion lifted.
