AUTHORIZATION TO ORGANIZE "THE DRUM PARADE" ON PUBLIC PROPERTY ON SUNDAY, JANUARY 18, 2026 IN GRAND-CASE

The President of the Collectivité of Saint-Martin,

Seen,

- Article LO 6313-7 of the General Code of Local Authorities,

- Article LO 6352-6 of the General Code of Local Authorities relating to the status of the President as a Judicial Police Officer,

- Article LO 6352-7 of the General Code of Local Authorities relating to the management of the public domain by the President of the Territorial Council who exercises his police powers,

- Article LO 6352-8 of the General Code of Local Authorities concerning the exercise by the President of his own police powers in accordance with Title One of Book II of the General Code of Local Authorities,

- The request submitted by the Association "Festivités Carnavalesques de Saint-Martin" under the responsibility of Mrs. Luciana RASPAIL, President,

- The program for the 2026 carnival festivities,

- The favorable opinion of the Territorial Police dated January 11, 2026,

- The Civil Liability insurance policy taken out by the Association,

- The list of names of the volunteer members supervising the parade,

- The need to ensure that the event takes place under the best possible security conditions,

- On the proposal of the Director General of Services,

ARTICLE 1 : As part of the carnival festivities, authorization is granted to organize the "drum parade" on public roads on Sunday, January 18, 2026, from 4:00 PM to 6:00 PM by the Association "Festivités Carnavalesques de Saint-Martin" represented by Mrs. Luciana RASPAIL, President, according to the route established below:

DEPARTURE : -Schools Parking Lot,

-Rue des Ecoles,

-Rue des Lambis,

-Boulevard “Bertin-Maurice Léonel”,

-National Route 7 up to the parking lot next to the Post Office in La Savane,

-U-turn,

- National Route 7,

-Boulevard «Bertin-Maurice Léonel» (against the direction of traffic),

ARRIVAL: -parking lot of the old MJC

ARTICLE 2 : A traffic diversion must be put in place by the Territorial Police.

ARTICLE 3 : The organizers are requested to take all necessary measures for the protection and safety of the participants:

- Implementation of a security and supervision service responsible for the safety and monitoring of participants throughout the entire route,

- Availability of rapid means of communication for calling emergency services,

- Respect for the allotted time and route.

ARTICLE 4 : Those who violate these provisions will be prosecuted and will be required to pay a fine in the event of an offence in accordance with the Highway Code.

ARTICLE 5 : Emergency vehicles (Territorial Police, Ambulance, SDIS, National Gendarmerie) will have free access if needed.

ARTICLE 6 : The Territorial Police are responsible for the execution of this ORDER. All these measures must be respected in order to guarantee the safety and optimal functioning of the event.

ARTICLE 7: This ORDER shall be transcribed in the register provided for this purpose, transmitted to the Prefect Delegate, the Territorial Police, the National Gendarmerie, the STIS, the Directorate of Networks and Equipment, the Directorate of Regulations and Transport, the organizers and brought to the public's attention.
