AUTHORIZATION TO ORGANIZE ON PUBLIC PROPERTY THE CHRISTMAS PARADE NAMED "GRAND-CASE LIGHTING PARADE" ON SUNDAY, DECEMBER 21, 2025 IN GRAND-CASE

 

The President of the Collectivité of Saint-Martin,

Seen,

- Article LO 6313-7 of the General Code of Local Authorities,

- Article LO 6352-6 of the General Code of Local Authorities relating to the status of the President as a Judicial Police Officer,

- Article LO 6352-7 of the General Code of Local Authorities relating to the management of the public domain by the President of the Territorial Council who exercises his police powers,

- Article LO 6352-8 of the General Code of Local Authorities concerning the exercise by the President of his own police powers in accordance with Title One of Book II of the General Code of Local Authorities,

- The request submitted by the "Grand-Case Lighting Parade" Association, under the responsibility of Mrs. Monique HELLIGAR, President,

- The favorable opinion of the Technical Safety Committee dated December 3, 2025,

- The favorable opinion of the Territorial Police issued during the meeting of the Technical Security Committee on December 3, 2025,

- The Civil Liability insurance policy taken out by the Association,

- The list of names of the volunteer members supervising the parade,

- The need to ensure that the event takes place under the best possible security conditions,

- On the proposal of the General Directorate of Services of the Collectivité of Saint-Martin,

ARTICLE 1 : As part of the Christmas festivities, authorization is granted to organize a Christmas light parade on public roads on Sunday, December 21, 2025, from 7:00 PM to Midnight by the "Grand-Case Lighting Parade" Association, represented by Mrs. Monique HELLIGAR, President, according to the route set out below:

DEPARTURE : -Parking lot next to the Grand-Case football field,

-Boulevard “Bertin-Maurice Léonel”,

-National Route 7 to the parking lot next to the post office in La Savane,

-U-turn,

-National Route 7,

-Boulevard “Bertin-Maurice Léonel” in the opposite direction of traffic,

ARRIVAL: - car park next to the Grand-Case football field

ARTICLE 2 : A traffic diversion must be put in place by the Territorial Police.

ARTICLE 3 : The organizers must take all necessary measures for the protection and safety of the participants:

- Implementation of a security and supervision service responsible for the safety and monitoring of participants throughout the entire route,

- Availability of rapid means of communication for calling emergency services,

- Adherence to the allotted time and route,

- Along the parade route, the local police are authorized to temporarily close certain roads if necessary to allow participants to pass safely. These roads will be reopened progressively under the close supervision of local police officers.

ARTICLE 4 : Those who violate these provisions will be prosecuted and fined in the event of an offense in accordance with the Highway Code.

ARTICLE 5 : Emergency vehicles (Territorial Police, Ambulance, SDIS, National Gendarmerie) will have free access if needed.

ARTICLE 6 : The Territorial Police are responsible for the execution of this ORDER. All these measures must be respected in order to guarantee the safety and optimal functioning of the event.

ARTICLE 7: This ORDER shall be transcribed in the register intended for this purpose, transmitted to the Prefect, the Territorial Police, the National Gendarmerie, the STIS, the Directorate of Technical Services, the Directorate of Regulations and Transport, the organizers and brought to the public's attention.
