AUTHORIZATION TO ORGANIZE A RELIGIOUS PROCESSION ON PUBLIC ROADS

 

The President of the Collectivité of Saint-Martin,

Seen,

- Article LO 6313-7 of the General Code of Local Authorities,

- Article LO 6352-6 of the General Code of Local Authorities relating to the status of the President as a Judicial Police Officer,

- Article LO 6352-7 of the General Code of Local Authorities relating to the management of the public domain by the President of the Territorial Council who exercises his police powers,

- Article LO 6352-8 of the General Code of Local Authorities concerning the exercise by the President of his own police powers in accordance with Title One of Book II of the General Code of Local Authorities,

- The request made by the Parish Priest of the Catholic Church of Marigot, "Catholic Parish of Saint-Martin de Tours", represented by Father Serge TANGOULOU GANGA,

- The favorable opinion of the Territorial Police dated March 17, 2026,

- The civil liability insurance taken out for the occasion,

- The need to ensure that the event takes place under the best possible security conditions,

- On the proposal of the Director General of Services of the Collectivité of Saint-Martin,

ARTICLE 1 : Authorization is hereby granted to organize a religious procession on public roads, organized by the Catholic Church "Parish of Saint-Martin de Tours", represented by the Parish Priest of the Church, Serge TANGOULOU GANGA, on Friday, April 3, 2026 at 6:00 AM according to the following route:

DEPARTURE : -Marigot Catholic Church

-Captain Froston Street

-Rue de la Hollande,

-Concordia Street

-Sunrise Street

-Louis Constant Fleming Street

-Tah Bloudy Street

-Spring Street

-Simon Jeffry Street

-Galisbay Street

-Dr. Hubert Petit Boulevard

-Rue de la République

-Father Kemps Street

-Captain Froston Street

-Road to Fort Saint-Louis

ARRIVAL: Fort Saint-Louis (at the level of the Cross)

ARTICLE 2 : The organizers are requested to take all necessary measures for the protection and safety of the participants:

- Implementation of a security and supervision service responsible for the safety and monitoring of participants throughout the entire route,

- Availability of rapid means of communication for calling emergency services,

- Adherence to the allotted time.

ARTICLE 3 : Those who violate these provisions will be prosecuted and fined in the event of an offense in accordance with the Highway Code.

ARTICLE 4 : Emergency vehicles (Territorial Police, Ambulance, STIS, National Gendarmerie) will have free access when needed.

ARTICLE 5 : The Territorial Police are responsible for the execution of this ORDER. All these measures must be respected in order to guarantee optimal security and operation of the event.

ARTICLE 6: This ORDER shall be transcribed in the register intended for this purpose, transmitted to the Prefect, the Territorial Police, the National Gendarmerie, the STIS, the Networks and Equipment Directorate, the Regulations and Transport Directorate, the organizers and brought to the public's attention.
