CONCERNING THE BAN ON NAVIGATION AND ANCHORING IN HAPPY BAY DURING THE MAD ISLAND EVENT

- Article LO 6313-7 of the General Code of Local Authorities,
- Article LO 6352-6 of the General Code of Local Authorities relating to the status of the President as a Judicial Police Officer,
- Article LO 6352-7 of the General Code of Local Authorities relating to the management of the public domain by the President of the Territorial Council who exercises his police powers,
- Article LO 6352-8 of the General Code of Local Authorities concerning the exercise by the President of his own police powers in accordance with Title One of Book II of the General Code of Local Authorities,
- The organization of "MAD ISLAND" from Friday, March 27, 2026 to Saturday, March 28, 2026 in Happy Bay,
- The preparatory meeting at the Prefecture of Saint-Barthélemy & Saint-Martin on Wednesday, March 25, 2026,
- The favorable opinion of the Port Authority of Saint-Martin dated March 25, 2026,
- The need to ensure proper safety and anchoring conditions for boats in Happy Bay,
- The need to take all necessary measures for security and public order,
- On the proposal of the Director General of Services,

ARTICLE 1 : Navigation and anchoring of boats in Happy Bay is prohibited from Friday, March 27, 2026 at 06:00 AM to Sunday, March 29, 2026 at 06:00 AM.
This ban will apply specifically in the 300-meter zone from the shoreline.
ARTICLE 2 : During this period, all pleasure boats and other shuttles must temporarily moor in the bay of Marigot or Grand-Case.
ARTICLE 3 : The Port Authorities, the National Maritime Gendarmerie, and the Guadeloupe Maritime Directorate, Saint-Martin & Saint-Barthélemy Unit, are each responsible within their respective areas of competence:
- To notify boaters and charter boat operators,
- To oversee the movement of the boats,
- To ensure the implementation of this Decree.
ARTICLE 4: This ORDER shall be transcribed in the register intended for this purpose, transmitted to the Prefect, the Territorial Police, the Nautical Gendarmerie, the STIS, the Directorate of the Sea of Guadeloupe Unit of Saint-Martin & Saint-Barthélemy, the Port Establishment of Saint-Martin, the organizers and brought to the public's attention.
