EC decisions of September 11, 2025

The executive council is a decision-making body which deliberates on the day-to-day affairs of the Collectivité, ranging from the allocation of subsidies to associations to the allocation of exceptional aid and study grants, to work permits for foreigners, to the use or occupation of land (AOT, building permits, etc.) or even to the exercise of the right of urban pre-emption.

During the Executive Council meeting of September 11, 2025, 20 deliberations were examined.

· Allocation of investment aid from the Collectivité to EI MONROSE AUDREY (name

commercial: OJS CARAIBES), within the framework of the “BOOST” territorial system.

The BOOST system, created in 2021 and revised in 2022, aims to support small and medium-sized businesses established locally with an investment project that will enable them to remain competitive in terms of their product and/or service offering.

EI MONROSE AUDREY, created in March 2025, offers educational, social and preventive support services at home and outdoors to its clients wishing to restore balance in the family and professional sphere.

The sole proprietorship applied for a grant under the "BOOST" scheme to purchase multimedia, sound and office equipment worth €1,803.49, in order to carry out group workshops and interventions with institutional and social stakeholders working to support young people in difficulty and their families.

The Executive Council of September 11th decides to pay, under the territorial “BOOST” scheme, a subsidy of a maximum amount of €541.05 to EI MONROSE AUDREY, in accordance with the “BOOST” productive investment aid regulation, the Collectivité ’s subsidy rate is set at 30% of the forecast amount of eligible expenses (€1803.49 X 0.30 = €541.05).

· 2nd Breakdown of Collectivité subsidies to cultural associations for the 2025 financial year

The Overseas territory (COM) of Saint-Martin considers cultural development and mediation

heritage as a factor of individual development and social integration.

It recognizes the decisive role that cultural associations play in all components of

social space in Saint-Martin. As such, she considers these cultural associations as true

essential partners of local public authorities.

The action of cultural associations makes it possible to complement, or even concretize, cultural policies.

Today, cultural events, the promotion of local heritage, or sometimes the management of certain spaces, are often organized by cultural associations.

On June 13, the Executive Council approved a first allocation of subsidies, for an amount of €374,000.00. The Executive Council of September 11, 2025, decided to approve the allocation of the second allocation of the Collectivité 's subsidies to 18 cultural associations, for a total amount of €345,800.00:

· Sustainable tourist and cultural development of the Cul de Sac cemetery: Request for assistance

European under the Saint-Martin FEDER 2021-2027 Program.

Approved by the elected representatives of the Territorial Council on March 26, 2025, the rehabilitation and extension project of the

Cul-de-Sac cemetery, by the first quarter of 2027, thus aims to respond to a double territorial constraint:

• The insufficient burial capacity in current cemeteries, with a direct impact on the reception conditions for families.

• The desire to transform this place into an ecological, cultural and tourist space, accessible to all, contributing to the quality of the living environment and the tourist attractiveness of the Territory.

The project adopts an integrated approach based on two levers of the FEDER Saint-Martin program,

relevant to the period 2021-2027:

• Greening to combat heat islands and restore a natural environment in urban areas.

• The promotion of memorial heritage as a support for sustainable and inclusive tourism, like the Père-Lachaise cemetery in Paris.

The requested European aid finances the forecast expenditure reaching a total cost of €2,970,000, detailed below:

• Gate and wicket gate: €75,000

• Street furniture: €115,000

• Funeral: €2,700,000

• Public lighting electricity: €80,000

The Executive Council decides to approve the financing of the work to enhance the sustainable tourism and cultural value of the Cul de Sac cemetery; for a total estimated cost of €2,970,000 and requests co-financing from the European Union of this work under Priority 4 of the Saint-Martin FEDER 2021-2027 Programme up to €2,970,000.
