Decisions of the Executive Council of March 11, 2026
The executive council is a decision-making body that deliberates on the current affairs of the Collectivité ranging from the allocation of subsidies to associations to the allocation of exceptional aid and scholarships, to work permits for foreigners, to the use or occupation of land (AOT, building permit, etc.) or even to the exercise of the urban pre-emption right.
During the Executive Council meeting of March 11, 2026, 17 resolutions were examined.
• Approval of the agenda – Territorial Council meeting of Friday, March 27, 2026
The Executive Council has decided to set the agenda for the next ordinary session of the Territorial Council. This agenda is subject to change if circumstances require; in such cases, the changes will be approved by the Territorial Council during the session.
• Coverage of expenses related to the SUCCESSFUL DEPARTURE event, organised by the Collectivité on March 28, 2026
Since 2010, the Collectivité has organized SUCCESSFUL DEPARTURE (SD), an information and guidance day for young people leaving for France. Initially run by the Youth Service and then by the Maison de Saint-Martin (MSXM) from 2022 onwards, this event is now part of the Student Orientation and Mobility Pathway (POME).
For its 13th edition, SUCCESSFUL DEPARTURE 2026 will be held on Saturday, March 28, 2026, at the Saint-Martin Interprofessional Chamber of Commerce (CCISM). This edition marks a significant evolution: beyond the traditional school audience, the event is open to young people outside the school system, job seekers, adults undergoing career transitions, and parents. This openness illustrates the inclusive mission of POME, which recognizes that the importance of educational mobility extends beyond the school setting and concerns the entire territory.
The program includes a partner network, thematic interventions (housing, practical life, administrative procedures, finances, autonomy) and practical workshops, organized on a voluntary basis, in order to best prepare each departure project.
On this occasion, some partners agreed to make the trip. As in previous years, the Collectivité decided to cover the travel and accommodation expenses of those attending the event.
The Executive Council decides to cover all expenses related to the organization of SUCCESSFUL DEPARTURE 2026, including the following items:
- Logistics: general organization, installation, first aid, cleaning, security;
- Communication: visuals, prints, publications, promotional items;
- Restoration;
- Transport of the "Rough Guide to Alternating Work and Study";
- Mission order of the two agents of the Maison de Saint-Martin;
- Travel and accommodation expenses for partners and invited participants, for the period from March 27 to 29, 2026
The council anticipates that the aforementioned expenses eligible for European co-financing will be covered, by way of reimbursement, up to 85% by the ESF+ 2021-2027, with the remaining 15% and ineligible expenses remaining the responsibility of the Collectivité ; this is in accordance with the provisional budget and approves the financing plan below:
• Review of planning permission applications
The processing of planning permissions is an essential process for land management and urban development. The issues associated with this process are numerous and affect various aspects of the living environment, the environment and the economy, especially for a territory that has held jurisdiction over "Urban Planning" and "Construction" since 2012.

The file under review concerns the request to modify the height of the two upper levels of the project and to modify the slope of the roof in order to comply with the requirements of the airport services in Grand-Case.
The Executive Council decides to issue an INADMISSIBILITY notice to the request for a Prior Declaration.
Case 2
The case under review concerns the reconstruction of a garden shed as an independent bedroom from the main house; and this, on a plot of land in Rambaud.

Case 3
The case under review concerns the change of use of a commercial property into a residential property in Bellevue.

Case 4
The file under review concerns the creation of three gazebos installed on an existing concrete slab and the development of a parking area, a semi-rigid fence, and a sidewalk on the outside of the fence in Galisbay.
The Executive Council decides to issue a tacit approval decision to the prior declaration request, given that the one-month processing period stipulated in Article 44-1 of the aforementioned Saint-Martin Town Planning Code has expired since January 4, 2026.
Case 5
The case under review concerns the construction of a semi-rigid fence and the installation of an entrance gate along the national highway at Baie Nettlé.
