    Decisions of the Executive Council of January 15, 2026

    The executive council is a decision-making body that deliberates on the current affairs of the Collectivité ranging from the allocation of subsidies to associations to the allocation of exceptional aid and scholarships, to work permits for foreigners, to the use or occupation of land (AOT, building permit, etc.) or even to the exercise of the urban pre-emption right.

    During the Executive Council meeting of January 15, 2026, 31 resolutions were examined.

    · Reimbursement to ACCD'OM of the costs incurred for the plane ticket and accommodation of the companion of the winner from Saint-Martin in the context of the "Échos d'Outre Mer" 2025 competition in Paris, from December 6 to 13, 2025.

     

    The Collectivité of Saint-Martin participated, for the first time, in the national drawing competition "Échos d'Outre-Mer", organised by the Association of Communes and Collectivities of Overseas (ACCD'OM) to promote the creativity of young people from overseas.

    Following a selection process open to CM1 students from schools in the territory, a territorial jury composed of representatives of the Collectivité, staff from the National Education system, and professionals from art and culture, met to examine the artistic productions.

    This jury selected the drawing by the young Jaëlye BURNETT GRABOWSKI, who was chosen as the winner to officially represent Saint-Martin at the final jury held on December 8, 2025 in Paris.

    The Executive Council decides to authorise the Collectivité to reimburse ACCD'OM the sum of €1,248.93 corresponding to the costs incurred for the support of the companion of the winner of the competition mentioned above; namely €993.33 for the purchase of the round-trip plane ticket Saint-Martin – Paris and €255.60 for the accommodation of the companion/mother of the winner, for a stay from December 6 to 13, 2025.

    The Council also approves the agreement relating in particular to the terms of reimbursement.

    Allocation of an exceptional grant from the Collectivité to the ABC association

    The Jean-Claude Bouttier Challenge is an annual amateur boxing competition organized in homage to Jean-Claude Bouttier, one of the greatest French boxers of the 1970s. It generally brings together boxing clubs from different regions and highlights fair play, technique and passion for the noble art.

    For this second edition, our young athlete Kesny JOSEPH, from the local club ABC Intersports, participated to represent the Collectivité of Saint-Martin.

    This participation required financial support to cover the costs associated with the preparation.

    The Executive Council decides to approve the allocation of an exceptional grant from the Collectivité to the ABC Intersports association for their athlete Kesny JOSEPH; and this, for a total amount of €2,000.

    Allocation of an exceptional grant from the Collectivité to the SXM SPORT association

    MOVEMENT as part of the organization of an international futsal tournament held in Saint-Martin.

     

    The SXM Sport Movement association organized an international futsal tournament at the Sports Hall of

    Saint-Martin, bringing together eight invited teams from the Caribbean basin and Central America.

    This major sporting event took place from October 20 to 30, 2025, over ten half-days of competition, interspersed with matches played throughout the evenings. The tournament aimed to foster sporting and cultural exchange between nations in the Caribbean region, while also highlighting the dynamism of sport in Saint Martin.

    Beyond the competitive aspect, the tournament was part of an initiative to promote sport, youth, and community spirit—values ​​dear to the SXM Sport Movement association. It was also a unique opportunity for the local public to experience a futsal sporting event in a friendly and unifying atmosphere.

    To ensure the sporting and logistical success of this large-scale competition, the association has made significant expenditures related to the organization of the tournament, the implementation of an appropriate security system, and the media promotion of the event.

    The Executive Council decides to approve the allocation of an exceptional grant from the Collectivité to the SXM SPORT MOVEMENT association; this, within the framework of the organisation of an international futsal tournament for a total amount of €5,000.00.

    Allocation of exceptional financial aid from the Collectivité to the association TOUS À L'Ô

     

    The Territory currently lacks aquatic facilities suitable for educational and competitive swimming. This situation forces the local association TOUS À L'Ô to travel to the Dutch side of the island to provide introductory and training sessions for its members.

    However, this organization generates particularly high operating costs, especially related to the rental of sports facilities (pool lanes rented by the hour). With the manager of the Sint Maarten swimming pool having recently implemented a significant rent increase for the new sports season, the association is now facing increased budgetary pressure.
