The executive council is a decision-making body that deliberates on the current affairs of the Collectivité ranging from the allocation of subsidies to associations to the allocation of exceptional aid and scholarships, to work permits for foreigners, to the use or occupation of land (AOT, building permit, etc.) or even to the exercise of the urban pre-emption right.
During the Executive Council meeting of December 18, 2025, 2 resolutions were examined.
• Approval of the Multi-Year Agreement of Objectives and Resources (CPOM) 2025–2027 between the Public Industrial and Commercial Establishment (EPIC) called ELITE and the Collectivité of Saint-Martin, authorization of the payment of an exceptional operating subsidy for the 2025 financial year.
Since January 2021, the slaughterhouse has been operated by a Public Industrial and Commercial Establishment (EPIC) of the
Collectivité. Initially named EGEA (Establishment for the Management and Operation of the Slaughterhouse); it was renamed
ELITE (Establishment for Innovation and Agri-Food Processing through Excellence) since March 12, 2025. This
The takeover by the EPIC (Public Industrial and Commercial Establishment) is part of an action plan with a provisional timetable.
The resumption of activity, which took place in 2022, aimed at several objectives:
• Restart slaughtering activity, initially under a provisional health approval;
• Carry out the work to bring the equipment into compliance;
• Implement the investments necessary for the evolution of the tool and the expansion of its
Activities: cutting workshop, maturation chamber, packaging unit.
During the review process for final health approval, the State services (Food Department – Food Safety Unit of the Guadeloupe Prefecture) identified several major non-conformities: related to infrastructure and equipment, and linked to the staff's lack of practical experience and skill level. Consequently, the Prefecture refused final approval and, by letter dated November 22, 2023, formally notified the Collectivité to undertake the necessary work to rectify the non-conformities, a prerequisite for obtaining approval, which is expected in 2025.
Between April and May 2025, several pre-acceptance inspections were carried out. It was noted that certain areas of the facility were subject to reservations, requiring additional work before final acceptance by the Collectivité, the project owner. This finding led to the postponement of the reopening date of the slaughterhouse and cutting plant, initially scheduled for June 2025, now planned for April 2026, subject to the actual acceptance of the buildings and obtaining the necessary health and safety approval.
In this context, the Collectivité intends to strengthen its support for the ELITE public industrial and commercial establishment (EPIC) by approving a new Multi-Year Objectives and Resources Agreement (CPOM) for the period 2025–2027, aimed at:
• Structure the financial support of the Collectivité within a clear contractual framework;
• Legally justify public support for this SPIC;
• Guarantee the continuity of public service by covering the costs of the EPIC ELITE;
• Support the ramp-up of the service to achieve economic viability by 2027
;
• Establish an annual system for evaluating and adjusting the subsidy, based on performance.
As a reminder, the management of the slaughterhouse falls under the category of services of collective interest. These are considered industrial and commercial public services (SPIC), these structures being financed by user fees but requiring transitional public support to achieve economic balance.
The work undertaken by the Collectivité to rehabilitate and modernize the slaughterhouse, including the creation of a cutting and processing workshop, is continuing with the support of European agricultural funds. The total cost of the project amounts to €1.98 million, of which €1.78 million is financed by the EAFRD (2014-2023 programming period) and €0.2 million by the Collectivité.
The objective is to have a modernized, multi-species, regional slaughterhouse that fully complies with the regulatory requirements applicable to this type of activity. Compliance with these requirements is the responsibility of the operator, in this case, the EPIC ELITE.
The Executive Council decides to approve the Multi-Year Agreement of Objectives and Resources (CPOM) 2025–2027 concluded between the Collectivité of Saint-Martin and the Public Industrial and Commercial Establishment (EPIC) called ELITE, relating to the management of the public service of slaughtering, processing and valorizing local productions.
The council authorizes the payment, for the 2025 budget year, of the following exceptional operating grant of €330,282.44 to the EPIC ELITE; and this, in compliance with the rules provided for in Articles L. 2224-1 and L. 2224-2 of the aforementioned CGCT:
This amount corresponds to the remaining funding requirement of the 2025 budget, after deduction of the partial subsidy already paid (€33,548.56).
The council specifies that the payment terms for these 2025 subsidies are defined in article 4.4 of the 2025-2027 objectives and resources agreement.
It is worth recalling that livestock farmers are eagerly awaiting the reopening of this facility. To support the maintenance and development of livestock herds, specific aid was put in place by the Collectivité of Saint-Martin in 2024, in anticipation of an opening initially planned for April 2025.
