The executive council is a decision-making body that deliberates on the current affairs of the Collectivité ranging from the allocation of subsidies to associations to the allocation of exceptional aid and scholarships, to work permits for foreigners, to the use or occupation of land (AOT, building permit, etc.) or even to the exercise of the urban pre-emption right.
During the Executive Council meeting of December 4, 2025, 25 resolutions were examined.
• ESF+ Global Grant Agreement 2021-2027 (MDFSE+ No. SG2023011) – Application
Amendment No. 2 (year 2025)
The Collectivité of Saint Martin has been entrusted, as an intermediary body, with the management of this envelope under the 7 priorities of the 2021-2027 ESF+ National Programme "Employment, Inclusion, Youth and Skills".
As part of the mid-term review of the national ESF+ program, the Collectivité has proposed a revision of the allocation of ESF+ funding allocated to the territory in order to concentrate the funds on the priorities of the ESF+ program which are the most dynamic in terms of programming while targeting the specific objectives which are part of the priority needs identified in the territory.
The revised financial plan for the program, based on the submitted request for revision, was submitted to the European Commission on March 28, 2025.
By a decision of 26 May 2025, the European Commission officially accepted the request to amend the national ESF+ programme.
The Executive Council decides to approve the new financing plan for the ESF+ global grant managed by the Collectivité of Saint Martin resulting from the mid-term review of the ESF+ National Programme 2021-2027 "Employment, Inclusion, Youth and Skills" in accordance with the table shown, which replaces the financing plan and submits a new request for an amendment to the ESF+ global grant agreement 2021-2027 No. SG2023011 signed on December 18, 2024.
· Authorization granted to the President to sign an agreement relating to the reception and support of minors and young adults under the care of Child Welfare Services (ASE) in authorized structures within the framework of child protection.
The purpose of this agreement is to meet the Collectivité 's need to accommodate minors and young adults placed either by judicial decision or by administrative decision of the President of the Territorial Council (Provisional Accommodation) in structures adapted to their problem.
Since the Collectivité does not have any structure under Child Protection, it must request establishments in the overseas departments and regions (DROM) of the Antilles or in metropolitan France where eleven minors are currently entrusted.
Admission to these establishments takes into account their capacity and the establishment's project in relation to the young person's profile.
These services aim to provide material, educational and psychological support to minors and parents with parental authority who are facing difficulties that may endanger the health, safety and morals of these young people.
The Executive Council decides to validate the model agreement relating to the reception and support of minors and young adults under the Child Welfare Services (ASE) in authorized structures, and consequently authorizes the President of the Territorial Council to sign any agreement with all structures intended to accommodate the young people of Saint-Martin concerned.
• Repeal of resolution CE 122-17-2025, and allocation of subsidies from the Collectivité to associations for social action for the year 2025 – approval of agreements on objectives and resources and corresponding authorization for signature by the president of the territorial council
Errors have been found in CE deliberation 122-17-2025 of October 9, 2025, concerning the allocation amounts for two associations. It is therefore necessary to repeal the aforementioned deliberation and adopt a new one containing the corrected information. This deliberation thus repeals and replaces the aforementioned text.
The Executive Council decides to repeal the aforementioned deliberation CE 122-17-2025 and approves the allocation of subsidies from the Collectivité to 19 social and medico-social associations; this for a total amount of €445,472 for the year 2025.
