The executive council is a decision-making body that deliberates on the current affairs of the Collectivité ranging from the allocation of subsidies to associations to the allocation of exceptional aid and scholarships, to work permits for foreigners, to the use or occupation of land (AOT, building permit, etc.) or even to the exercise of the urban pre-emption right.
During the Executive Council meeting of April 30, 2026, a resolution was examined.
• Authorization to sign a partnership agreement with the Caribbean Shidokan association, providing sports equipment for the benefit of the employees of the Collectivité of Saint-Martin
As part of the mandatory continuing education (FCO) for territorial police officers, the Collectivité, in partnership with the National Centre for Territorial Public Service (CNFPT), must implement the training course entitled "Intervention gestures and techniques applied to the legal framework of territorial police officers".
For this purpose, the training must take place in a secure space suitable for physical exercise. The Caribbean Shidokan Association offers to make its gym located in Bellevue available to the Collectivité for training sessions for all officers of the Territorial Police Service (Territorial Police Officers and Public Highway Surveillance Officers - ASVP).
The Executive Council has decided to approve the partnership agreement with the Caribbean Shidokan Association, concerning the terms for making available, from June 1, 2026, to December 31, 2029, a tatami mat area for training territorial police officers in "intervention techniques and procedures applied within the legal framework for territorial police officers," as well as for training sessions for Public Highway Surveillance Officers (ASVP). The council has set a maximum of 126 hours of use per calendar year, with an hourly rate of fifty euros (€50.00), representing a maximum total expenditure of six thousand three hundred euros (€6,300.00) per year.
