Decisions of the Executive Council of September 4, 2025

The executive council is a decision-making body which deliberates on the day-to-day affairs of the Collectivité , ranging from the allocation of subsidies to associations, to the allocation of exceptional aid and study grants, to work permits for foreigners, without forgetting the use or occupation of public property (AOT, building permits, etc.) or even the exercise of the right of urban pre-emption.

During the Executive Council meeting of Thursday, September 4, 2025, 27 deliberations were examined.

· Examinations of applications for planning permission

19 points fell under the planning permission process, an administrative process responsible for reviewing applications relating to land use and construction in a given area. This process aims to ensure that construction, renovation, or development projects comply with the rules of the land use plan and the Saint-Martin natural risk prevention plan.

The executive council decides to issue a favorable decision on 17 of the 19 files presented.

· Adoption of the statutes of the Association of the Conference of Presidents of the Outermost Regions (ACPRUP) and payment of the 2025 subscription.

The CPRUP thus brings the voice of the ORs to the EU institutions within the framework of all European policies of local interest (cohesion policy, education and training, transport, agriculture and fisheries, aid to businesses, etc.) so that these are better adapted to territorial realities and specificities.

The Presidents of the nine (9) ORs make up the CPRUP and take turns chairing it for a minimum period of one year. Each year, they set political guidelines that will be developed and implemented by the OR Monitoring Committee, the technical body of the Conference composed of two members (full and alternate) from each territory. The Collectivité de Saint-Martin chaired the CPRUP from November 2018 to February 2020.

The dynamics initiated within the CPRUP, over the years, have led to increased development of its activities (joint European projects, thematic OR networks, OR Memoranda, organization of workshops and round tables), which requires its own financial support.

Several concrete examples highlight this need:

- Communication needs: with its own budget, the CPRUP would be able to directly cover the costs of managing its website, while ensuring welcome fluidity and without having to take steps each time the presidency changes.

- Engineering in the assembly of European projects: the CPRUP would also be likely to mobilize to respond to calls for projects via external engineering services for the assembly of European projects.

- Production of studies and analyses supporting requests for adaptation measures, whether specific or derogatory: the CPRUP could, similarly, call on external technical support to carry out studies which could support and justify certain requests or measures for an identified sector/theme.

In November 2019, the presidents of the ORs approved the creation of an association under French law (1901 law): the Association of the Conference of Presidents of the ORs (ACPRUP). The ACPRUP's constituent assembly was held in November 2020. The CPRUP, now endowed with legal status, can benefit from a budget allowing it to meet the aforementioned needs.

The Executive Council of September 4th decided to adopt the statutes of the Association of the Conference of Presidents of the Outermost Regions (ACPRUP) and to authorize the payment of the subscription for the year 2025 amounting to €7,000. This amount corresponds to a share per region of the total budget of €63,000 voted in April 2025.

· Allocation of subsidies from the Collectivité to associations and public establishments within the framework of the transitional call for projects “educational city” for the year 2025 - Approval of the second breakdown of said subsidies.

 

The “Educational City” label of excellence was launched on February 13, 2019 by the Ministers of the City and National Education.

As a reminder, an Educational City is an approach that aims to promote the academic and professional success of young people aged 0 to 25. It is aimed at young people, but also at parents, teachers, educators, etc.

Launched in May 2022, the annual call for projects from the Cité Éducative de Saint-Martin, for the year 2025, allowed associations and public establishments operating in the priority neighborhoods of Sandy Ground and Quartier d'Orléans to propose actions meeting the thematic objectives

set out in the three-year framework agreement signed on May 31, 2022.

After studying the submitted files, 5 projects were selected for this second breakdown, supported by an associative structure.

These projects were jointly instructed by the services of the State, the Collectivité of Saint-Martin, and

the signatory partners of the Educational City, within the framework of technical committees.

The steering committee met on June 11, 2025 to validate the proposals.
